Thomas E. Mann

Thomas Mann is the W. Averell Harriman Chair and senior fellow in the Governance Studies program at the Brookings Institution in Washington, D.C. A noted congressional scholar, Mann writes and speaks widely on issues related to campaigns, elections, political parties, polling and public opinion, the presidency, and the effectiveness of Congress. He has conducted polls for congressional candidates and overseen national public opinion studies.

The author of numerous books on American government, and a contributor to major magazines and newspapers like the Washington Post and The New York Times, Mann is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations. He has served as co-director (with Norman Ornstein) of the Transition to Governing Project and senior counselor (with Mr. Ornstein) to the Continuity of Government Commission. He recently co-authored The Broken Branch: How Congress is Failing America and How to Get it Back on Track with Mr. Ornstein.

Thomas Mann spoke at Chautauqua during the 1992 and 1994 seasons.
